- VoteOut is designed to limit abuse by temporarily suspending a user's privilege to talk on the floor in public mode.
- VoteOut in one channel is limited to that channel only and it does not prevent them from tuning-in and listening to the floor.
- VoteOut does not affect Whisper or Friend modes because these modes are for user-level communication and have their own controls.
